Quellor is the Supreme Opressor of MAVO- not a job you get by being an Eagle Scout. Quellor's stranglehold as the dictator of the Monsters and Villains Organization has to do mainly with his possession of the feared Black Box- which has the ability to erase memory. The underlings of MAVO are so afraid of the black box's power they will follow Quellor anywhere and do just about anything for him. Quellor temporarily lost power of the black box- and MAVO- but quickly regained it.

Not the largest member of MAVO (Although he isn't small by any means) Quellor is generally smarter and more able than most of his underlings. He and Bognostraclum, the MAVO gate keeper, run a tight ship, and along with the Understander of Legends and Bill collector Mrs. Maggotheart, they form a group who's main goal is to capture the crystals to wreak havoc and darkness across the land with their powers.

Quellor considers Tweeg a buffoon and a general pain in the neck, and laughs off his attempts to join MAVO by repeatedly throwing him in the MAVO dungeon.

Quellor is one of a few bad guys in Grundo who really live up to their name. Not in the original storyline in the Book & Tape series, he was added by Television producers to give the 80's cartoon a more contemporary feel, and comparisons to Dr. Claw from Inspector Gadget have been made.

Quellor and MAVO really gave some grit to the TV series, although I don't think the formula would have worked or was necessary in the Adventure Series (book & tape) it certainly added an extra level of drama to the cartoon.
